I had the same problems but got new rotors and drums from Brembo and good aftermarket pads and shoes, and I changed out the brake fluid in the system. After changing the parts and bleeding the system, I made sure to adjust the drums so the shoes were really close. After all that I have not had a problem(knock on wood). The dealership is right in that the problem is inherent to our Camrys, but you can fix - it with aftermarket parts. Get Brembo for the rotors and drums, they are one of the best IMO.
