If you can't check the fuses, take it back to the dealer service.

I had this problem with my truck, cigarette lighter didnt work and need it for my solar charger. No warranty. I dont know if you've ever spent much time under a dashboard where the wires are, but it's not my favorite thing to do. After a little bit of tryingto trace circuits and wires that do not match color code in schematic etc. I just re-engineered it.
Problem, get power to outlet. Solution, install new wiring straight from battery through firewall to cigarrrete lighter using crimp-on connectors. You MUSt use a fuse inline of course, and the fuse box cover or owners manual fuse diagram tells you what amperage to use.

It only works with the ignition key on... That way it doesn't drain the battery if you left something plugged in overnight... like a radar detector or something. Check to see if you plugged it all the way in. Sometimes it feels like it's plugged in, but if you puch a little harder, sometimes you'll notice that it can go in some more... at least with my old Camaro... I haven't tried it with the Camry yet.
