They say you should stay within 3% of OEM size to prevent brake failure... Does this apply to both larger and smaller then OEM or is it just larger due to the extra weight? If I was say 5% smaller then OEM, would there be any possible problems with the brakes?

Imagine having wheels 10 ft in diameter and using the same brake disks, drums, etc. Smaller wheels should not be an issue.
