Tire size and Brake Failure!!!

They say you should stay within 3% of OEM size to prevent brake failure... Does this apply to both larger and smaller then OEM or is it just larger due to the extra weight?

If I was say 5% smaller then OEM, would there be any possible problems with the brakes?

Larger diameter wheels place a greater load on the brakes. Imagine having wheels 10 ft in diameter and using the same brake disks, drums, etc. Smaller wheels should not be an issue.
