I don't like it neither...But it is a safety feature. The last thing you want is using your brake downhill. So let the engine does it what it designed to do. You don't want to put it in neutral....your brake would not last!
This is my stragety every time I go downhill on a toll road on 73 in South Cal. (which is a steep mountain hill) Right before I hit the top and start downhill I make sure I am only at 60 mph....then I try my best NOT to use the brake which mean I have to move left and right to avoid the slower car in front of me without using the brake. I usually hit 80 mph by the time I got down to the bottom of the slope. The key thing is don't start on top of the slope more than 70mph then you will be too fast then you have no choice but use the brake.
If I have to use the brake.....How do I get the engine RPM to go down? I stepped on the gas to let the car know that I want to go faster otherwise it thinking that you are trying to maintance that speed that is why the engine put it in lower gear so you don't have to use the brake.
Sorry for such a long replied but hope it helps.
