if you look under you car, there's a black plastic piece protecting the underside. Undo a few or all of the screws, let the piece drop down, then you twist and pull like a normal headlight bulb. Remember not to touch the bulbs! Or if you want you can pull the bumper off! I pulled mine off when i did my headlights and that was an easy access to the foglights..but i wouldn't suggest doing that JUST for one foglight..Hope this helps
If you have small and long arms you can reach behind the bumper with the hood open and change them. Otherwise yes (and most likely), you will need a 10 mm wrench/socket and a screw driver to remove a few bolts and clips for the panel behind the bumper under the car to gain access.
^Why not just buy the 9006 bulbs and put them in there? After all, the plug is designed for 9006 bulbs and they aren't terribly expensive. Why would you make a harness when you don't have to? The H3 bulbs shouldn't even fit in the fog light and I think they are inferior to 9006 bulbs.

wow.. i gotta take off the black plastic piece... that's probably better than trying to reach down there.. i don't have small hands
i would suggest lifting the front end of your car up to make things easier. some of the clips for the splash guard are far underneath the car... i don't know about you, but i don't fit underneath the car that easily
and yes, OEM and OEM style fog lamps use 9006 bulbs.

what i do to get to the fog lights, drive my car up my ramps(not necessary but it helps), undo the 3 screws in the corners near the foglights.. and then u should be able to pull out the black piece enough to get a visual on the bulb location and slide your hand in to replace them..
