As far as I know it is a matter of connecting your car to the dealer's computer to flash one of the computer memories. It isn't something you can do yourself nor likely anything that an independent mechanic can do. As far as cost, that would be a dealer thing so call three of them and take bids. Expect to pay as much for the basic parts and then the programming as you would have paid to have the dealer install the system. If it happens to be less then good deal all around, but don't hold your breath.
