Gen5 Question About Handheld Computer programming

I am wondering who makes a handheld computer programmer that plugs into the obdII port. Supposedly it is a permanent reflash of the ecu allowing the user to change multiple parameters ie:injector pulse length, ignition timing, vvti modifications, etc... if anyoe could point me in the right direction i would really appreciate the info. a friend of a friend has one but i don't know who makes it or where to get it. and this is the type of friend that likes to tease me with valuable info. thnx for whatever light you can shed on my predicament.

Thanx but what i am looking for is based on a scan tool's design. something handheld. you plug it in, reflash, unplug and your done. similar to what a dealer uses to reflash ecu's. i appreciate the info though.
