Turns out it wasn't the wiring or the bulbs, it was the taillight manufacturer DEPO. The left is OEM Toyota. The light spread on the DEPO is messed up because the bulb does not go far enough into the assembly, and kills the output. Just an FYI for the archives. Now on to eBay to find a TOYOTA taillight!
