In Canada there hasn't been a CE since 2001. I used to have a '99 CE.
The base 2007 Camry is the LE at $25,800, coming standard with 6 airbags, power windows/locks/mirrors, AM/FM/CD+Aux, 60/40 seats, among other useless crap.

I don't think a "CE" or base model like it is necessary. Having an LE, SE and XLE is enough.
If you cannot afford a 4-pot LE, then you should be considering a Corolla instead (or a cheaper American Camry-competitor vehicle like the Chevy Impala).
