Hi, I have a 2004 Camry 4cyl with 30,8xx Miles.
Every time when the car’s been sitting for more than 8 hours, when attempting to start up the car, it would start but it sounds like it wants to stall.
This sound lasts for a good 1 - 2 seconds.
When this happens the car is choking at a very low RPM (Under 500), then the RPM would jump to around 1200.
This only happens when the car’s been sitting for approximately 8 Hours or more.
Now after that first start up, if I turn the car off and give it another shot, the car would start like normal.

That is a weird problem. Start checking the basic stuff. Go to autozone, they will check your battery and alternator for free. Make sure that the battery connections are clean. When you alternator or starter are about to go Kaput, your car starts acting up. Good luck

My connectors are clean, no corrosions around the terminals but 2 months ago I did have some corrosion by the battery support bar but I have cleaned that off with a spray and Hot water.
I have checked the battery and alternator with one of those kits I bought from AutoZone. The battery was read at 13V and the tester states that the alternator is in good standing.
I would try to get a video of this to help describe the problem better.
Is it possible that an injector is leaking down and flooding a cylinder? I've seen this occur on other makes but I haven't had a new Toyota apart to see if they might leak.
What you are describing is similar to a flooding situation. If the engine has a cold start injector it also might warrant a look.

^It doesn't have a cold start injector and a leaking injector would more than likely set a missfire code for that cylinder. The computer would see by this time that one of the cylinders isn't efficient.
Another easy thing you can do is remove your plugs and take a look at them.They can tell you a lot about what's going on inside your camry's engine. Check the spark plug electorde for any melting, Check the Gap, Check for any fracture in the insulator nose,.... If you notice anything abnormal, you can just post a picture of the plug in question. Just make sure to mark them cylinder#1, cylinder#2,.... The other thing, around 30k your Camry is probably due for a PCV valve. Your toyota dealership sells it for about $5.

Some possible causes:
-dirty throttle body and butterfly, and IAC. clean with carb cleaner or seafoam.
-valves are too tight. (this happened to me on another car - the car would not start when warm but started fine when cold - the valves had too little clearance.) Not likely at your low mileage though i think
-MAF sensor dirty needs cleaning
