Disclaimer: You could install a manual rack, eliminate the pump, run it out of fluid, design and install a restriction for the power steering pressure, etc...but there isn't anything that's reasonable.
i dont quite know of any ways to make the steering stiffer, and other than TRD's suggestion, i really dont see it as a possibility on our cars....i do also notice the soft steering on my SE, but it stil manages decent handling....i just wish there was a way yo have tighter steering as well
It will improve steering feel and if he's looking for better steering then he might want to try that direction.
It might improve feel a little bit, but it won't 'stiffen' the steering, and it certainly won't take out that huge dead spot in the middle of the wheel or the sloppy over-assisting PS pump. And TRD isn't getting defensive, it's the other way around.

Wider tires will have a larger contact patch with the road. In the days of old, I had a real VW (rear engine) and the steering wheel was harder to turn after I upgraded to larger wheels/tires.
Now before the Flamers light their tourches, yes, my VW did not have power steering and I know we are disscussing Toyotas.
Perhaps some of the TN Nation group who have non-stock size wheels/tires could comment if wider tire made any difference in steering effort.
