On my 2007 XLE the plugs are recessed so if you can fill a rubber plug when you stick your finger in the hole your dealer did it right.
On the RAV4 forum there were a lot of east coast dealers that didn't install them and owners had to go back and get the PDI item done correctly
As the TSB states

the vehicle interior through the torque box holes and rust may occur inside the torque

They usually leave them in the bag in the glovebox.

They usually leave them in the bag in the glovebox.
Which makes me wonder why US Toyota dealers never complete the Toyota PDS check list and give it to the customer as part of delivery to show what has been done
or you could just stick them in yourself, takes all but 1.5 minutes
