If you're only looking for an upgrade from steelies then i guess they're not THAT BAD i guess.... I maybe overstated a little by saying they were a waste of money. It depends on your taste I suppose. If you like the aesthetics of smaller wheels go for them. But if it were me I wouldn't spend hundreds of dollars on a new set of wheels unless they did something significant for the the car.
I went through the same decision you are making a while back and I couldn't decide between 16" or 17" and had to learn about the pros and cons of bigger wheels. I went with 17" and I'm glad i did. Now even considering 18".
17" will make your car look much better and handle much better. I don't find harshness or roadnoise to be a noticeable issue at all, but tires for 17" are a little more expensive and more prone to blowing out. Best setup would be to run your 15" steelies in the winter and your 17" with performance tires the rest of the year.
15" will keep your wheels oem size. They won't do wonders for the look of your car, but at least you won't have hubcaps and you'll save money on tires as well as the cost of the rims.
I had a hard time figuring it out through pictures. When I saw a wheel setup that I liked on a parked car, I would sneak over and read the tire size to see what size rim it was

.... not suggesting you do this but for a car the size of a camry you'll probably come to the same conclusion i did. In the end make your decision based on what you think, not what anyone says.
