I was referring to people who buy questionable-brand tires such as "Kelly" tires or "Winterforce". You know...the stuff that's $50 a piece. Some say that all winter tires do the same thing, and therefore one should buy the $50 no-name tires instead of $100-150 "real" winter tires (i.e. Michelin, Nokina, Toyo, Bridgestone). However, I think the rule of "you get what you pay for" continues to apply here. Sure, branded tires cost more partially because of the "name", but there is a reason why cheap winter tires are $50 a piece, and branded are $100-150 a piece.
Nokian are one of the highest end tires you can get for winter, no doubt.

Last week I drove into the mountains in central VT. It was snowing pretty good around Killington. The tires sucked in the snow! Next time I will get some opinions here. I guess I have learned my lesson.
I traded in the car for an 07 LE V6. They asked if I wanted the snow tires. I politely said "Hell No!"
