Camry Ignition-startup

I have camry 98 86k miles done.For last couple of weeks i am facing following issue.
When i start the car, there is sound from front which stays for some time , then goes away.
This is same sound, which one experience on ignition.Typically this is for 1-2 sec, just when one starts the car(ignition).
Yesterday, when i got this sound, i tried to switch off the car, but even though i switch off the car and removed the keys, car/engine kept running.Only when this sound went off , i was able to switch off the car.
Can any body help me to identify the issue.

Your post isn't very clear and you should be posting in the Gen 3 and 4 forum, not the Gen 5 and 6.
