I did a search but wasnt able to find an answer. Im looking to pick up a new set of TSW Wheels and Toyo Tires from someone on craigslist, and was wondering about fitment.
Im excited as can be because the seller states they are basically new with about 500 miles use on them, and are in perfect condition. And the price I negotiated is only $700 for the entire set.
+20 will make the wheel sit past the fender. To give you an idea, here's a guy running +15.

Also with the wheels larger lip, will it still stick out that far?
Im sorry to ask so many questions... I just really want those wheels, but if they wont fit they wont fit. (dont know if I want them sticking out like that as it could throw rocks and ruin the paint etc)

The higher the offset number, the more it sits towards the strut, whereas the lower the number, the further away it sits from the strut towards the fender. A +20 will make the wheel sit alittle towards the strut then the pic I provided, but nonetheless, it will stick out from the fender. This will be problematic if you consider dropping the car on aftermarket suspensions.
rolling the fenders would only help if he was lowered and the tires were rubbing... we're talking about rims stick out past the fenders... so he would need to pull them or add flares to give it a flush look
yeah with 35's the speedometer's going to be way way off. you may want to check how off before getting them. but with 18's you should be fine with 40's to 45 tire wall if you're planning to swap out tires later.
