Vent Control Problem - 2002 4cyl. Camry (repost)

Hi, not trying to spam, just realized maybe I wasn't getting any responses because I was in the General Forum instead of the Gen 5 forum. Here is my issue:
I am having a problem where something is blocking (?) air flow to the foot vents. It works fine when the vent control is set to face or to defrost. When it is set to face and foot or defrost and foot, there is still some flow from defrost or face, but nothing from foot. I have listened while turning the control knob and you can hear mechanics whirring through each of the settings. But when it is set to the foot settings and the fan is on the air almost sounds "trapped" within the dash. Also noticed that if I put fan on highest setting and switch between the different vents, when I come back to the face vent it won't be working, but if I turn the fan down one or two notches, the face vents come back on. Suggestions or similar experiences?
