Canada 2008 Camry problem

I got my brand new 2008 Camry SE last week.
I noticed both my headlights have moisture inside. However, the moisture will appear during freezeing winter time. The moisture usually covers HALF of my headlight.

I already took dealership twice, dealer told me new 2008 Camry headlight wasnt completely sealed during processing.

can anyone confrim this?

Actually, The owners manual states that this is normal. Unless there is standing water in the bottom of the assembly, or beads of water running down the lens, it is normal.

Some dealers are known to be nice and replace them however.
