For 18 rims. It depends on the width of the rims that will determine your tires size. Also your style of how the tires look (Stretch vs. Flatwall)
Here is an example:
18x7.5 Tires should be 225-45-18 or 225-50-18
18x8 Tires should be 225 or 235-45-18 (225 will give you a more stretch look)
18x8.5 Tires should be 235-45-18 or 245-40-18 (225 for aggresive stretch look)
18x9 Tires should be 245-40-18 or even 255-40-18

not only that, but also, how low you are going will determine what offsets and tire measurement you will need. if you are just going to stick with TRD lowering spring height, which is a conservative drop, then you would be fine ranging from +35 up to +45mmoffset. you will not need to get stretched tires as this method is utilized only for extremely low cars and low offsets.
to help you better understand wheel fitment and calculation, read this:
Wheel offset and Tire Calculator
it explains how offsets work.
for options for suspension, refer to this thread:
Gen 6 Suspension Thread(coils, spring, strut bar, sway bar,....)
it tells you what are available in the market.
one thing you have to realize here though, is that epsilon's car, like many of the others, didnt look like that overnight. for some it took weeks and months of waiting to get parts in. a lot of patience and hard work also goes with how your car will look.
to answer what glare is, try Wikipedia

j/k. the effect of glare is basically when you look at something bright that you have to squint. take for example when you are driving on an overcast day, too dark for sunglasses but too bright to not wear any, and then it causes you to squint. same with HID glare. if people flashed you at night because of your hids, then it is because you are throwing glare at them.
