Is this after rain or snow?

If so:

It's due to condensation, could be one of many reasons:
1) Manufacture defect
2) You had a retrofit and didn't seal up well enough (Which is my scenario)
3) You've tried to install HID kit and didn't put on the rubber seals well enough

If not:
1) Bring to dealership with a picture.

Erock08SE, I'd bring it back to the dealership. They should be able to give you a new one so that you don't need to worry about it. There's probably a bad seal somewhere in the housing (condensation). You have an 08.

My passenger side headlights are fogging up as well. It mainly fogs up when the weather is cold.

Read your Owners Manual or have someone read it to you.

My 1 month old 2008 camry has moisture in my both headlights and taillights. The moisture covered 85% of my headlight during extremly cold and humanity weather only. So, I took my car back to dealership about 4 times for investigation. Finally, I have brand new replacements for both headlights and taillights.

In the 2008 owner's manual, it's on page 371. In short:

"Temporary" condensation build-up inside the headlights "does not indicate a malfunction."

So, I suppose something more like "permanent" build-up would be a "problem." Frankly, knowing the kind of heat that especially the high beam bulbs put out, I can't imagine that it would hang on for long, once you turned the lights on.

But, moving forward though this section in the manual, these would be problems:

"Large drops of water have built up on the inside of the lens."

"Water has built up inside the headlight."

Condensation is a pretty common phenomenon -- I've noticed it on my car, especially after washing it in cold weather. I sure haven't seen any kind of "permanent" problem worth worrying about....

It seems that Toyota has the mind set that " hey, a little tranny slip is OK", " Over look the rattles, it is normal because of the expansion of plastic as the car warms up", now water inside the headlights is OK? If moisture is entering the headlight housing, then dust & dirt is also.
Damn the bean counters at Toyota, Damn them!

Relax, junior!!!

Air is inside the housings.

There is water vapor in air (humidity).

Water vapor condenses on cooler surfaces.

and then it goes back to a vapor when the temp. increases.

The housings are not sealed and filled with 0% relative air or dry gas.

That's the point I was trying to make earlier, before the doomsayers chimed in. It really isn't a "problem." It's a matter of physics.

Indeed, some people truly need to relax about some of this stuff!

No, you don't get it. You may simply live in a climate where you don't experience much in the way of condensation.

Ever wash your car in near-freezing temperatures? Try that sometime, and see if you don't get a little condensation in your headlights. And then come back and let us know what happened.
