You can inspect it to make sure that it's working properly. They really are inexpensive, so if you're going to remove it to check it, you might as well just install a new one.
I've never replaced the PCV valve on my Formula and the PCV valve had about 200,000 miles on it when I changed the PCV system to bypass the valve in the intake. It stills works perfectly though.
Routine maintenance really is the key. PCV valves don't actually wear out very quickly. They get dirty, plugged, restricted, stuck, etc. I've never had a problem with one as I change my oil and filter regularly using a high quality motor oil (Mobil 1).
