I have lived in Japan for over 3 years in the past. I don't know about the top two letters because they're either in the kanji alphabet or something else.
The letter to the left of VV-TI is from the Japanese hiragana alphabet. It looks familiar. Upon closer inspection however, I think this plate is a complete knock-off. This symbol represents the sound "sa". However, on the plate it is printed the wrong way!
This is the proper way of writing "sa". On the plate it's flipped! I think the maker of the knock-off doesn't know much at all!
Nice plate otherwise, though.
The character on the plate is actually hiragana character "chi". I know my japanese lol
Still, don't think the VVt-i thing is that great. Authentic plates only come in numbers. The two kanji characters on top represent the province/county its from. Though I think its not written very well.

When I get home today I will post up my actaul Japan plate and you can translate it.
reminds me on the t-shirts in the US who have Chinese writing on it because it looks "nice" ...but some of them actually said stuff you really do not want to wear on your chest.
I've seen some foreigners wearing T-shirts with Chinese wordings, but most of them are no harm.

the top says the prefecture, the only prefecture that i know that has the word 馬、is GUNMA - 群馬. ( initial D! if you remember ! )
but if you were to ask me to make a guess on that the first word, i would guess its pronounced as " lian " in mandarin ( im not that certain ). when combined together it would be something like... err training horse/riding horse. well i might be wrong but im pretty certain about the CHI part
I showed that license plate picture to a few of my Chinese guys here (I am in Shanghai now) and they explained that the upper three symbols are Chinese Complex Symbols (read "higher education"), which are also used in Japanese as well (I did not know that and explains my confusion). The loose Chinese version of the translation does not make a lot of sense in his mind = "horse racing" ...well, it does a bit for us here :-) . The lower signal has no Chinese equivalent.
There is actually a prefecture called that in Japan, though its not as widely popular as Gunma because Gunma is where Initial-D takes place.
The plate is trying to be authentic, not like anyone is gonna sue them for making some stupid plate in the US. It just doesn't look very real lol. Told you guys there aren't any letters in japan plates, its all numbers.
The Japanese also uses Chinese characters in their writing. But usually when Chinese characters are translated back into Chinese, they dont make any sense, if any at all because they are pronounced differently and given different meanings.

The symbol is "CHI" it is an actual japanese character.
