retrofit with phillips bulbs + ballasts. Hands down takes the win.

Retrofit, yes. But Phillips, although it is very good, is pretty equal with certain other manufacturers. OSRAM and Phillips bulbs are of equal quality. Denso-Koito, Matsushita, Hella and Phillips ballasts are also of equal quality... in fact, I think Matsushita might be even better.
The answer to the question should be retrofit, 4300K OSRAM or Phillips bulbs, and any of those 4 ballast manufacturers.

I spent 2 months just reading and reading on the HIDPlanet forums. Just sign up, and head to the "university" section, and there is a plethora of information there. Then beyond that, I frequented the site every day and looked at the retrofits that people have done, and checked out their step-by-step processes and pick and chose the route that I chose to do mine with.

You can't really be taught how to do a retrofit. It varies greatly from car to car, you just kinda have to hold a dremel in one hand and kinda work your way around to have it fit with a bracket.

In all hoensty...as long as the ballast has an igniter integrated then its a decent setup to me. I honestly prefer the phillips bulbs over osram. I chose the lexus-denso ballast simply because it would look the most oem in our car(call me crazy but i think it looks more oem =p)
Phillips vs. OSRAM comes down to personal preference. There's no quality difference.
As for Matsushita, you're right. It is popular because it is sealed tight. But it is still reliable. If it weren't good quality, then the fact that it was waterproof wouldn't matter. Retrofitters wouldn't go for garbage (well... usually).

matsu isnt completly water proof the board is covered in some black rubbery stuff. potting?! but the plugs arnt and i managed to drown one in my truck , but flipped it over drained it, dried it and it fired right back up
retros arnt that hard just buy extra headlights, soo u dont have to rush, i have done about 7 retros and i like philips bulbs ballasts all oem are about the same.
