I came out of a restaurant last night and noticed one of my fog lights was out on my 07 SE. On closer inspection the glass cover was shattered. A couple questions:
1. Can you replace just the cover of the fog light?
2. Do you have to remove the entire bumper cover to replace the fog lamp housing, or can you get to it by just removing the plastic undercover (like you would to replace the bulbs)?

Bring it to the dealer and it should be covered under the 3 year warranty
Not if he broke it by hitting something.
And don't buy a replacement one from the dealer, they will probably charge you well over $100, instead you can buy a set on eBay that are OEM look-alikes and should be almost identical. Many members here (myself included) have used them and they work and look great. You can pickup a pair for about $60-$70.

If you honestly hit something and broke it, pay to have it replaced. Dealer, one of the OEM distributors online, or third-party.
If it shattered and you don't think you hit something, pointing to a design defect, call the dealership and ask if they'll warranty it for you.
I had a fog light on my '01 Expedition that shattered. I didn't hit anything - never heard it, no surrounding damage, etc. We discovered that there had indeed been a small run of defective fog lamps from the factory (plastic was too brittle), and it was defective. Replaced under warranty in the service drive, no cost.
That's a good point. I just assumed a rock must have hit, but I don't remember a sound or thump. However, it is winter, and there is gravel everywhere. I'll see what the dealer has to say, but I am definitely skeptical.
My passenger side fog light shattered when I was in a car wash and the lights turned on automatically. I heard a loud pop while in the car wash and when I drove the car out the light was completely blown out . I purchased a replacement at www.toyotapartsales.com the price below included the entire assembly and a new bulb.
If you live outside of Texas you should not have to pay tax. To replace the light you only need to remove 1 screw; took me about 5 minutes total to remove the old assembly and replace with the new one.

2007 Camry SE V-6, silver titanium with black cloth, my transmission flares and I bet yours does too.
2009 Camry SE, broken front left fog light. Only the glass housing portion broke, the bulb is fine as it still lights up and wiring/harnesses are all intact. A rock jumped up and busted the glass out it appears from what my wife described.
Ordered the new part off ebay with no problems, (by the way dealership $174, toyotaparts online $114, ebay $57) appears to be identical match. Now my questions are regarding installation and how to get to the fog light housing area.
Our SE has typical ground effects package which comes with the additional front lower bumper piece from what I can see. To get in to the fog light housing area what all needs to be removed?
I can see underneath the car there is the black protective underside coverings (a left side / a right side).
Can I just unscrew the bottom protective cover to access the fog light housing or is it going to be necessary to remove the lower appearance bumper also?
Theres one screw that I can see holding the black protective undercover in place, but then there are also pushpin clips that hold both the protective cover/bumber together.

You can access the fog lights as you mentioned or remove a few clips from the wheel well and push the liner aside. The passenger side is slightly less room because of the windshield washer bottle.
