Correct. Instant probable cause for a stop. Oh, and if the officer really has a hard-on for you? The vehicle is not, in its present state, safe to drive on public roads, as it has no reverse lights. If he's nice, you can call your own wrecker and tow it to your house. If he's not, he can impound the vehicle.
