I do not know if they can order it pre-painted, but even if they let it paint by a local shop it will be the original toyota paint. I doubt the dealer pays your bro for doing part of their work though. You want to take the bumper off to install HID's?

let the dealer worry about the lip including ordering, painting, installation and install your HID later (don't do it before, the dealer might use that to argue with you).
