I don't claim to be someone that knows a lot about cars, but if the timing belt is worn, loose, deteriorating, slipping, etc... won't that affect the timing and hence affect the gas mileage. So what i am saying, it is conceivable that the timing belt will affect gas mileage.

Yes its certainly possible but if the timing belt were in bad shape the engine would run very poorly, indeed, probably wouldnt idle without shaking the fillings out of your teeth and would accelerate like a greyhound bus. And the owner would surely have to think about fixing something at that point.
Yes, replace the waterpump at the same time. Also have all of the front engine seals inspected and replaced if there is ANY sign of leakage. If you wait, oil leaks can ruin your new belt and you will have to pay all the labor over again.
Show your mechanic this thread and ask him why he lied to you. Is he a liar, or is he stupid? Get a different mechanic. Better yet, have a professional technician work on your car instead.
If any improved gas mileage most likely you will never notice. A belt can stretch over time throwing off the cam/crank timing a little, Honda states up to 2 degrees.
