Saw something strange

A guy with a car like mine ( 07 SE ) on the fwy this morning had thos Charger rims and tires( I think same tires ) but same rims for sure on the camry. Is this possible without any mods? The thing looked awesome.

come on all you rim/tire experts hook a brotha up with the knowledge.

how do you know for sure when the car is in motion on a freeway?

Also need to check if the Dodge hub is larger than the Camry hub (60.1mm), otherwise won't fit regardless of offset.
