Yeah this happens to me, but I know it's because of my metallic tint. And mind you...this doesn't happen randomly to me. There are certain "dead spots" (like on my cottage driveway) where this happens systematically.
If the antenna is mounted externally, you'll get the best possible reception. However the problem is that the antenna WILL move around a little over time and you will develop scratches on that body part of your car. Besides, it's cleaner to have the antenna mounted somewhere inside, no?

I have no tint and it happens about once every 2-3 months, completely random locations. It will last until I restart the car. Turning the radio on/off doesn't resolve it.

I ask the tint shop for ceramic tint and they said it was... B S
now I have problems with the XM radio. The antenna is inside on the back package shelf.

The back package shelf? I'm assuming you mean the rear speaker deck. If you mounted it there, you won't get the best reception. And satellite radio will ALWAYS cut in and out in areas with lots of trees, inside of buildings, and under bridges and overpasses unless you're in an area that has lots of terrestrial repeaters.

Glaring blue HID bulbs are NOT classy, and don't make your car look nice, no matter what that kid in the Civic told you.
I have the Terk XM Direct installed and I have had zero problems in the last few months, so I can verify that it is not the XM service that is having the problem. Something definitely changed in your environment... either your XM tuner is going on the fritz (since you have factory XM, you could get Toyota to replace it), or some other variable that you changed recently. I'm assuming you didn't just recently add metallic window tint or some other obvious variable. Add any new electronics that might have the power cable running right next to your XM cables?
FYI, I just installed a 70watt amplified sub in my trunk, and the power is running pretty close to the XM antenna wire, and I still don't have any XM interference.
