I think its because I live in california and they have strict emission standards. I was thinking of getting one because I heard with actually increase the HP. Its like the Heat SHield covering the intake manifolds I think.

You do not have the cover, therefore, one will not fit. And there is no way a piece of metal bolted onto a car will increase HP.
