Steering wheel/column locks while engine is on?

04 solara, cant drive it cause the steering wheel/column locks while the engine is on and in order to unlock it I have to take out the key, any ideas?

I never mind trd's answers in fact i actively seek them out. He is duh man. Here's why, new Federal laws and regulations regulating the internet require every internet forum to have a minimum number of mean, nasty people to flame others for no apparent reason and TRD has made this forum his home, much like rats in your attic do.
