Have you tried turning the Headlight Switch to DRL Off?

on the gen 5.5, the stalk has off, auto, -(parking lights), and then low beam..

what i want to achieve to to not have the high beams run on low wattage(DRL) during the day but still have the capability of the car automatically turning on the low beams once it gets dark out without me flipping the switch.

the reason i want to do this is because i want to do the fog light mod where i can independently control my fog lights whether the low beams are on or off. the last time i tried doing the mod, i noticed that the DRL would be activated when the parking lights are on, so this makes the whole setup look weird.

also, to add, does anyone know if the dealer can manipulate the DRL system via the toyota computer programmer?

Yes, but they probably going to charge you for 1 hr of labor. Which they did to me.

Get to know your master technician would help in my case.
I brought my car in for a TSB harsh downshift in Dec. 2006 when he hook up the "scan device" to the ECU, I asked him to change to headlight to off immediately when I open the door. (factory setting was 30 seconds)
He did that among other things I asked to customize to what I like.
All that worked was free because he had to performed the TSB anyway.
Now, if I bring the car in and demand to have all of that change then of course it will be a labor fee.
