For what it's worth, my 99 4 cy made a noise like that after my first oil change. Turned out the place I went to used a filter that let the oil normally held at the top of the engine drain back to the crankcase. (Per phone call to the dealer) I picked up a Toyota filter and had it installed. No more cold engine noise.
Sounds to me like a failed hydraulic lifter, or a valve retainer broke.
Have you been doing alot of WOT pulls? If so you could have broke a lifter, I suggest you take it to the dealer immediately before major engine failure.

No, i haven't. Just once or twice this week. And i know its not a lifter or anything to do with the valve terrain because its coming from behind the bumper/under the front bumper. IF it were anything to do with the valves it would be making noise in the top end of the engine.
