trunk lid release lever doesn't work

The owner's manual for my 2002 Camry XLE tells me how to deactivate the trunk lid lock release lever and it appears that has been done. But it doesn't tell me how to activate/re-activate it...
When I turn the key counterclockwise, it can be turned and left in a horizontal position. This is the "trunk lid release lever deactivated" position, I guess. I've tried turning the key clockwise to a horizontal position, but this cannot be done. Of course, turning the key clockwise as far as it will go (about 10 o'clock position), unlocks and release the trunk lid. But the trunk lid release lever still doesn't work!

How is the trunk lid release lever supposed to be activated/re-activated?

Mine doesn't work for awhile but certain it work again. I don't think I used the key.. just keep pulling the lever but I don't think that is what did it. Call up the dealership. I'm sure they wouldn't mine tell u how to do it.

Make sure you aren't trying to do this with the valet key. With the regular ignition key, turning it ccw to horizontal should deactivate the cable pull so it can't be opened. Turning the key 90 degrees cw to vertical should permit the pull to work. If it doesn't then perhaps the cable is broken, but I've never seen one that was. You might have to take a cover off back there and have a frienc pull the lever to see if there is any action on the lock release mechanism. Has there ever been any rear end damage to the car that might affect the alignment or function of the cable?
