Extended warranty purchase restricted from certain states?

First of all please no arguing about the benefits of an extended warranty in this thread, its already been argued about many times.

I've been thinking about purchaing an extended platinum warranty from Bernardi and have been checking the site for several months looking for price changes. Today I check it and get the message below. Does anyone know if these are New Toyota restrictions or if these states are the cause of this? This change happened just within the last few weeks.

Sorry - customers having addresses in the states of California, Florida, and Washington must
purchase their warranty agreements from an in-state dealer

I live in Washington and bought one out of state 1 1/2 years ago.

I am faimiliar with them and I know lots of people have bought from them. If I recall they were about the same as Bernardi last time I checked. Berbardi was $585. I'm more concerned why they have restricted these states. The last time I checked was a few weeks ago and they didn't have these restriction. It will be interesting to see if other dealerships are willing to sell me one since I live in California.

Extended warranties are mechanical breakdown insurance.

I suspect that there are insurance regulations/laws involved.
