do I have to remove the bumper to install fog lights?
I have an '07 hybrid that I am going to install aftermarket fogs in. all the DYI's I have read say to remove the bumper cover. is it really necesarry or can I just remove the lower covers under the car?

Just remove the engine under shields and you can see and get to everything.

If you aren't smart enough to spell "douche bag", it probably means you aren't smart enough to use the words either. Regardless, posting a reply exclusively for a personal attack is about as stupid as it gets.
Not quite... posting a reply exclusively to say "did you search yet, n00b!?!?!?!" is about as stupid as it gets.
Another smart reply. Giving advice about how to get information, or pointing out the information that's already available, is much more stupid than just posting a reply to call someone names... Brilliant.
I just removed the bumper today and it wasn't easy to remove or install. I spent about 2hrs removing/put it back the bumper and another 3hrs to install my HID kit.
Anyway, in my personal opinion you can do it either way. Both ways have their own 'challenge'.
The correct way of cause is to remove the bumper completely. You can follow the PDF in TRD link to do it. The challenge is of cause there will be many parts, many removing/unscrewing/and try not to break any of those plastic clips. (I broke 1 of them but it wasn't a very important part and it still works)
And the option 2.. the short cut as njerald pointed out. Just remove the 6 screws under. This will release the plastic under cover. Since this plastic is only a little soft, so you can bend it and try to get your arm inside to the fog-light and feel your way and do the install. The challenge of cause is your can't see and you might not able to get both hand in and etc etc. The reward of cause is you don't have many parts to remove or install back. LOL
With the shortcut, I think you will need to lift the car up to get a little extra room.
Now think of it, the shortcut might be called the hard way instead. LOL The correct way is the long way.
Wow, mine doesn't fall down like this at all. In fact, it wasn't this soft. If it is soft like this, than the short cut is way better.
O, when I remove my bumper today.. guess what I found in the radiator grill? (It's the metal grill with the fan behind it) Found a 2 inch rusted nail. Don't ask me how in the world it can get all the way in there. I'm just glade it didn't damage anything except a little dent in the grill.

I can run my front tires up on ramps and have the undercovers both off completely in 5-10 minutes and have all kinds of room to work. You can see just fine.
You can remove the bumper if you want to but it is not necessary.
