Name of the plastic guard piece in front of rear tire?

today i was driving on the freeway and the car in front of me swerves out of the way because of a tire sitting in the middle of the road. anyways, i ended up hitting it going around 75. When i exited the freeway a couple miles later, i could hear this terrible rubbing sound on my passenger rear tire. anyways, long story short i get home and the plastic guard thing located in front of my rear tire was completely broken. It was dangling by a small piece which was rubbing against my tire. i was just wondering if anyone knows what it's called or how much it costs. tia
