if your cheap just take out your cabin filter and just knock out all the dust and put it back in.... thats what i'm doing until it's time to really replace it.
Brake wear depends on your driving style and conditions. Go check the wear to determine whether you need them or not. I've seen original brakes down to 1/16" after 25000 miles and I've seen 3/16" after 100000 miles.
Are you having issues with metallic grinding noises or pedal pulsation when braking? If not I don't think I would be to worried. Just look at the pads the next time you do tire rotation.

I just put new brakes on the wife's Camry today. The car has 140k miles. The rears were original factory pads and the fronts were changed at around 80k. Both sets of pads had around 3/16" of pad left.
New pads start at around 3/8" thick. If you pull your wheels, you can see how much pad material you have left. Based on your 28k miles of wear, you can guesstimate how many miles your pads have left.
Im pretty sure cabin air filter is every 15,000 miles. so unless youre changing it a second time youre a little overdue
