Regarding the shooting of the RPM, the transmission in the new Camry's are smart transmissions. They will downshift to a lower gear to promote engine braking when you touch the brakes of the car. Its is all done automatically and the shooting of the RPM is the downshift of the transmission. Like you noted, it only does that when you touch the brakes.
Regarding the dip of the rpm needle. My gen3 did that too. I believe it has something to do with the fuel cut and auto transmission. These engines will cut fuel to the engine when its above ~1400rpm with no pressure on the gas pedal, so basically you are coasting and using no fuel at that point. What you see maybe is when the transmission engaged the torque converter, since its not directly connecting the wheels and the engine, the revs can more freely drop or increase. That maybe the fuel cut catching up to the transmission and keeping the engine on and running.
