I assume you know there is no fee for documents - government or otherwise. The charge is just gross profit. How the dealer allocates his costs to arrive at net profit is of no concern to the buyer.
Most buyers think the Doc Fee is something like sales tax that must be paid. Not so. It is a gimmick.
I am trying to purchase a new camry in Boston area.
The only option I'd absolutely need would be VSC.
Currently, I have $19320 + $279 Doc. fee + $86 Plate.
Is the price okay?
I hear that there's a rebate from Toyota and that the economy made the price go lower.
I'm going to have them throw in some accessories like floor mats and wheel locks

Sounds like your getting the car a little under invoice. What dealers are you going to, I bought my 2009 SE at Herb Chambers Toyota of Auburn Also I think that the doc fee is the processing of the bill of sale,bill of origin and title for the vehicle, which is still way too high imo

Price did not go lower. In fact, price of the Camry went up. It went up $200 or so back in May. It went up another $300 or so this month and destination charge went up in July.

Yes, but, you see, the labor costs of dealership employees doing these tasks are a cost of doing business. No different than the light bill. Many buyers are led to believe that the Doc Fees are imposed by some governmental agency; like the tax on your phone bill.
OP, i would recommend that you change your negotiation tactic a little. Don't negotiate on price of the car, instead negotiate on out the door price. That way, you know the price and dealer can't raise by charging high doc fees

Let the dealer do the math and etc for get that out the door price that he promised you.

I just purchased mine at Toyota of Newport ,RI. Middletown.
They give loaners when you bring it in for service (if requested, and car purchased from them), and they seem to be very honest (no BS), at least for me. I live in southern MA. Good LUCK!!!
Stay away from rt44 toyota, bristol toyota, and my friend told me Boch toyota is no good.
some people like Dartmouth toyota (I don't see what people see in them, they do not even know what they are selling, I asked the salesperson if the v6 camry had a 6 speed auto and he said no, until I pointed it out to him that it was on the sticker)
I Had to work it but I signed a deal for a base camry $17415.00 after $500 rebate for an Auto transmission car out the door $18600 with sales tax and all fees reg and sticker.
But after a lot of reading this site I came up with another $3300 for a V6 LE
