I have a 2007 Camry SE. I'm looking for a part but do not know the technical term. It is located in front of both rear tires in the inner fender well. It's a black plastic piece that seems to have one nut/bolt.

Both of these have ripped off and I need to replace.

Just to clarify...it is more of a mud flap type of part.

What is the purpose of these extensions? I found these two new parts in the trunk of my 2010 Camry that I just bought. They were still in an unopened package. I found out where they mount and there were none there so I installed these new ones. Just curious if this was an update/upgrade or something.
