I call BS as well. I think it depends on what is being hung. I think hanging a CD is illegal. Due to reflection from a sun hitting the CD, it can not only blind you but other drivers as well.
As for the handicapped placards, I think its due to the size. In NY, they are semi big so it can block your view. The purpose of the placard is for when you're parking..not driving. So there is no need to have it hanging. Also, in NYC, we have the wheelchair symbol on our license plate as well instead of having to hang it on the mirror.
This is what is hanging on mine..Broadway mirror and Valentine One Radar Detector on a custom mount (no more coiled cord hanging. Its not routed along the headliner and down the passenger pillar)...
Whats not shown is my parking pass that is between the bracket and window that is hung from the mirrors stem.
