Are you cleaning it because it doesn't move or are you trying to get it open to clean it?

I took it apart to check how smooth it was moving so cleaned it while it was apart.
My other car opens the IAC much wider on start but I know that doesn't mean anything.
I was just hoping to get someone else who had seen it moving when off the TB to see if it opens fully or just a few mill before dropping to leave 1-2 mm air gap ready for start.
Idle is often OK so I think it is something else but I thought it's worth an ask.
It's Australian..there were some differences with the cooling system compared to the service manual so it's possible something may be different on the IAC as well as I can't see a reference to it.
There are difference, 02' 2AZ-FE here don't exactly have a IAC, it has ETCS, Electric Throttle Control System, drive-by-wire. I think it goes to a determine position during start up, and then varies from there. IAC is about the same way though, it doesn't necessary open up all the way.
if there is nothing wrong with the way the car functions, then dont worry about it. it may be opening halfway because thats the most the car needs it to open for the check.

It's definitely some from of air controller. It has two ports with a cylinder controlled by a motor that opens and closes to control airflow. It sits on the top of the TB towards the middle of the engine.
The idle is worse when warm so I'm doubting now that it's the IAC. I'm going to try cleaning the TB on the weekend but when I took the intake off, it didn't look that dirty.
