Secondary air filter???

Hello, I went to install a new air filter on my 05 Camry. I looked in the top housing and noticed a second filter that looks permanent. Is this a diffuser? What purpose do this serve? Thank-you, Nick

Its a sound dampner. To quiet the intake some.

i was reading the camry 2005 service manual. 05_NCF.PDF, page 45, not sure it is for engine or cabinet, it said

CLEAN AIR FILTER
General
A coarse dust particle layer has been added to the clean air filter in order to improve the electrification of the electret layer.

2005 air filter has two layers, Coarse Dust Particle Layer, Electret Layer

Thank-you for the quick responses. I took a vacuum cleaner to it and left it in. As long as it stays intact, I will leave it. I thought it was to equalize the air flow to protect the MAF. Nick
