They are called coilover sleeves.
Same concept as how people do things like heating the spring to compress it more, or using clamps and such, even cutting springs for some.
The coilover sleeves probably have very bad spring rates when uncompressed, and probably sag like no other.
I'd do it if I were driving a '90 prelude, otherwise, not on a 2007 vehicle.

I have the same type of adjustable springs on my bikes...someone should just try it out, its cheap enough.
Did not understand the above comment about sagging...how can it do that if you can adjust the height.
