I don't think this is exactly accurate. I was under the impression that factory rebates are actually provided by the manufacturer, not the dealership. When the car sells, the dealership discounts the vehicle by the rebate value, then gets reimbursed by the manufacturer (kind of like a mail-in rebate).
Most of these vehicle rebate deals are time sensitive meaning that you have to purchase within the promotional period of time, otherwise you will not receive the rebate. But summer time is generally a high sales volume time for cars so it is likely, IMO, that this or a similar promo will continue through the end of August.
