A/C Blinking Fix Questions

Alright my A/C went out about a month ago I took it to my local dealer and they wanted around $700 which is insane. They confirmed what I thought about the magnetic clutch relay and cabin air filter, they also said the freon is low and is leaking somewhere. My question is if I go out and buy a new filter and relay and install them will this hurt anything with the freon being low? Should I wait until I get the freon refilled before I put the new relay in? Also should I disconnect the battery before installing the relay, thanks for any help.

Forgot to mention I have a 2002 camry 4 cyl.

1-replace the cabin filter if it is dirty, and it probably is.
2-if the relay is bad, then replace it. No you don't need to disconnect the battery.
3-any good a/c guy with test equipment can find a leak. Take it to an a/c repair shop to find and replace the leaky part. Might be simple like an o-ring or schraeder valve, or it could be the evaporator in which case 700 bucks will sound cheap.
4-your car does not use Freon unless it was manufactured before about 1994. It uses R134a, and that is not Freon.
