I noticed that the 2007 CE has a recommended tire pressure of 30 PSI, but the 2010 base model has 34 PSI. Same weight, same weight distribution front to back, same tires (size and brand). Why did Toyota change? Just curious.
Yes, that's what I was thinking, but why didn't they do that for the 2007-2009?
The engine is bigger and the transmissions are different on the 2010. MPG ratings went up for 2010 and are almost the same as my 2007. Keep in mind for 2008 the MPG ratings dropped about 10% due to different standard for rating MPG.

I was wondering, with aftermarket rims, what is the best or recommended PSI for aftermarket setup?
and would having lowering kits make a difference?
i just dont know how much psi i should be inflating, but so far ive been inflating 40-45psi (^_^")

Tire pressures vary depending on the size and profile of the tire you have. It can also vary depending on the specific brand/make of tire. As well, you need to factor in how much weight the car will be carrying, your driving conditions, etc.
For example, my OEM Michelins that I had when I got the car recommended 32-34 PSI. With my new Bridgestone, it is recommended to have a pressure of 36-40 PSI. I run them at 38 PSI.
