Used BBS RK 18"x7.5" 5 months old with Kumho 225/45/18 $700 is good ?

I found a local guy used to owned an 06 SE V6 got a set of these BBS RK 18"x7.5" with Kumho 225/45/18 just 5 months old on his car, then the couples trade in for a G35, so those wheels look just like new, no rash at all, but it been sit in his garage for year. He paid $2100 for those wheels, now for sale $1000, but he offered me for $700 cash. And I have not take the offer, or make him an offer yet, since I only talked with him over the phone and saw the pictures of those wheels, and I'm planning to take a look at them, it's 30 mins drive for me to get there, it seem like a good deal to me, I can talk him to lower more, but I need some advice from you guys, and I need to know if I can reuse my lugnuts or not, I'm planning to put them on my Gen5 2005 Camry SE V6 Lowered with Eibach springs. My had an old style lugnuts which got washer on them, and these wheels looked like those BBS accessories wheels from Toyota. But not sure. I google for these BBS RK some place listed at $369.99 ea. just for the rim without tire, I don't mind for the 5 months old as long as those rims/tires still in good/working condition that all I care. Please feel free to comment, your advice is greatly appreciated. See pictures below for more info.

Thanks for all your advice guys, I think the offset is +38, I'm not sure if I can pick these wheels up today or not, the seller, just called back last night that he want to jack the price up, I may have to pass this, I also got another offer on an used 08 19" highlander sport wheels take off, and someone else is offering me, the owner switch those 19" out to 17" after market as they couldn't not afford the tire cost replacement for those highlander wheels. If I'm going to pick up those highlander wheels, the cost will be less than those 18" BBS RK with tires, plus it closer, than I have to drive an hour, but those 19" highlander tires cost will break the bank and hard to find, I know it will look sick on the car. So decision, decision,....
My most concern is, ride confort and cost of tires replacement.
How harsh the ride confort would it be from stock 55 series side wall to 45 series of 18" wheel or even to 40 series of 19" wheel ? And pot holes concerned in the South East area.
Now, if someone can tell me if those 19"x7.5 35 offset highlander, that they won't rub with 235/40/19 or 225/40/19 ? And what about the brake calipers ? I thought I heard from other post that someone mention may need 5mm wheel spacer on all corners to get the clear, is this true or they just fit perfectly without any rubbing or scrapping issue ????
And I'm currious how those highlander wheels would look on the Gen5 SE with Eibach Pro Kit ? Nice, too big or too weird ?
As I've read here, that Gen5 look nice with 19", but I can't imagine the real look of its.

haha. the highlander would of been too cheap so i think the person is looking for more now. the highlanders would of been ok. the ride is not harsh at all. i'm in jersey on 19s and feel a bit more than my stock 16s but nothing drastic. the 18s will have very little difference from stock when talking about ride comfort since i think u had 17s right?
