How to fix the protruded body panel? is it caused naturally or by vandalism?

I don't think it's protruded... I think the rocker panel is pushed inward...

Try removing the leaves first, then try pulling the rocker panel

What's the rocker panel? Is that the tire shield behind the wheel? I will remove the leaves. The leaves didn't cause much problem. the door on driver side had leaves as well but the panel didn't protrude.

Each time I pressed the protruded part, it springs back up. I was thinking I probably will have to remove the whole panel and bend that piece back in. Don't know if that's the right solution.

Rocker panel is the piece under the door(s). Behind the fender part which is protruding somewhat. Actually looks like it's a little bit of both to me. If it were me I might be tempted to cover a 2 x 4 block with a towel or something, hold it in place over the protruded area and tap the block with a hammer. See if I couldn't reduce the difference so it's less noticeable. (Assuming you've removed the door sill, checked under the frame edge, etc to make sure nothing else is going on.) Best thing might be to check out one of those paint-less dent repair places. They could probably remove the sill and move the rocker panel out as well as push the fender in. (But in this case free advice is probably worth what you paid for it.)

3M double sided foam mounting tape !

Use the grey one with the red protective plastic.

Clean out the area use a prepsol or thinner to get all the dirt out useing Q-tips to get into the tight areas.

Stick the tape on one side you might have to use multiple layers in spots to even out the surfaces.

Hold together useing pressure to set up.

Did you try just simply pushing it back in, maybe it'll click into place.
